The Ryan White HIV/AIDS Treatment Modernization Act of 2006 (The Ryan White Program) addresses the unmet care and treatment needs of persons living with HIV/AIDS. Part A of the Ryan White Program provides emergency assistance to Eligible Metropolitan Areas (EMA) and Transitional Grant Areas (TGA) that are most severely affected by the HIV/AIDS epidemic. To be an eligible EMA, an area must have reported more than 2,000 AIDS cases in the most recent 5 years and have a population of at least 50,000. To be eligible as a TGA, an area must have reported at least 1,000 but fewer than 2,000 new AIDS cases in the most recent 5 years.

New York City receives Part A funding and Minority AIDS Initiative funding through the Ryan White Program to support services to improve the health status of uninsured and underinsured individuals living with HIV disease in the five boroughs of New York City and Westchester, Rockland and Putnam Counties. The Ryan White program is administered by the U.S. Department of Health and Human Services, Health Resources and Services Administration, HIV/AIDS Bureau.
